Mr. Michael R. Nosbisch, CCP, PSP, FAACE, has more than 29 years of project management and project controls experience with a focus on estimating, cost engineering, scheduling, pricing and compliance, earned value management, and document control.
Mr. Nosbisch has led project controls groups for several of the leading engineering, procurement, and construction (EPC) firms in the industry, helping support their public and federal portfolios. Additionally, Mr. Nosbisch has been responsible for multiple successful EVM compliance and consulting practices for leading management consulting firms, managing several engagements in support of government agencies and multiple contractors performing large, technically complex projects both within the United States and overseas.
Mr. Nosbisch’s clients have included the Naval Sea Systems Command (NAVSEA), the Naval Facilities Engineering Command (NAVFAC), the Department of Defense (DoD), the Department of Energy (DOE), the National Nuclear Security Administration (NNSA), and the Department of Health and Human Services (HHS). He has worked on projects across the globe, helping clients improve infrastructure, create safe testing facilities for biomedical and chemical agents, and assist the military in their day-to-day operations.

Mike’s long-term involvement with industry organizations such as AACE, will also propel Spire to the top of the industry.”
Mr. Nosbisch is a Fellow at AACE International (FAACE) and the current Chair of the Education Board. He has also served as President of the Association from 2011 to 2012, and has been an active Member for more than 15 years. He is also heavily involved with the National Defense Industrial Association (NDIA) Integrated Program Management Division (IPMD), the Energy Facility Contractors Group (EFCOG) Project Management Working Group (PMWG), and currently serves as a Director for the Orange County Post of the Society of American Military Engineers (SAME).
Mr. Nosbisch is certified through AACE International as a Certified Cost Professional (CCP) and a Planning and Scheduling Professional (PSP). He is also an adjunct professor at the University of Southern California (USC), teaching graduate level courses in heavy construction estimating and scheduling.
